The Agenda Setters: Luke Keary says Brian To’o is PNG Chiefs’ best signing so far on Channel 7 – Luke Keary has praised Brian To’o’s move to the PNG Chiefs, calling the Penrith Panthers winger the new franchise’s strongest signing so far.
Keary made the comments on The Agenda Setters: Rugby League on Channel 7 and 7plus, during a panel discussion with Corey Parker, David Riccio and Aaron Woods.
For rugby league fans, the discussion adds another layer to the PNG Chiefs’ recruitment drive as the new club continues to build its roster ahead of its NRL entry. It also puts To’o’s future in focus after a long and successful Penrith run.
Keary Praises To’o Move
David Riccio said To’o had agreed to a three-year deal with the PNG Chiefs from 2028, covering the 2028, 2029 and 2030 seasons.
Riccio said To’o’s name had been linked to the Chiefs for some time. He also said Penrith had handled the situation in line with the service To’o had given the club.
“I think this is their best signing so far.”

Keary said To’o would still have plenty of football left when he joins the Chiefs. He also argued that To’o’s playing value made the signing stand out.
PNG Chiefs Recruitment Drive
Riccio noted that the Chiefs were continuing their recruitment drive as they prepare for life in the NRL.
Aaron Woods asked whether To’o had visited Papua New Guinea during the negotiation process. Riccio said the deal had unfolded quietly, with a recent trip to Brisbane rather than the public visits seen with some other players.
Riccio said Penrith had given To’o a seven-day window to consider his future and negotiate.

Keary said To’o remained one of the most consistent players in the game and described him as one of the great modern wingers.
