SPA Welcomes Senate Report on AI – Screen Producers Australia (SPA) welcomes the final report of the Senate Select Committee on Artificial Intelligence, which provides critical insights and recommendations to balance innovation with the protection of Australian creators and rights holders.

The report acknowledges both the transformative opportunities and significant challenges that AI poses for Australia’s screen and creative sectors. We commend the Committee for taking a principled and inclusive approach, particularly in addressing the unauthorised use of works of rights holders and creatives in training AI systems.

“This report is a vital step forward in addressing the opportunities and challenges AI presents to Australia’s creative industries. By calling for stronger protections for creators and rightsholders, the Committee has set a clear pathway for fostering innovation while safeguarding the livelihoods of those who bring Australian stories to life,”

– said SPA CEO Matthew Deaner.
Key recommendations supported by SPA include:
  • Regulating High-Risk AI: The introduction of dedicated legislation to regulate high-risk AI uses, ensuring general-purpose AI models like large language models are appropriately classified and governed.
     
  • Safeguarding Creators: Measures requiring AI developers to be transparent about the use of copyrighted works in training datasets and mandating appropriate licensing and remuneration for creators and rightsholders whose work underpins AI-generated outputs.
     
  • Strengthening Copyright Protections: Continued consultation with creative workers and rightsholders through the Copyright and Artificial Intelligence Reference Group (CAIRG) to address the theft of creative works by multinational tech companies.

SPA is particularly encouraged by the recommendation to consult the creative industries on mechanisms for ensuring fair remuneration for creators and the development of a national approach to AI infrastructure that reflects the interests of all Australians.

“These recommendations provide a much-needed framework to ensure that AI benefits the entire creative ecosystem rather than undermining it,”

– said Mr Deaner.

We look forward to working closely with the government and other stakeholders to ensure that implementing these recommendations prioritises fairness, transparency, and the sustainability of Australia’s creative industries.
